NCC 2022 Stair Compliance Explained for Brisbane Homeowners

The National Construction Code (NCC) 2022 governs every new stair built in Brisbane, Moreton Bay and the Sunshine Coast. The technical language can feel intimidating, but the rules that affect homeowners come down to a short list of numbers and a few common-sense principles. This guide translates them into plain English.

What NCC 2022 Actually Says About Stairs

The NCC is a performance-based code — it tells builders what a stair must achieve (safe ascent, safe descent, fall protection, no entrapment) and provides a "deemed-to-satisfy" set of numbers that automatically meet those goals. For residential stairs in Queensland, the deemed-to-satisfy path lives in Volume Two, Part 3.9.1.

Stair Geometry — The Numbers That Matter

• Riser height: 115mm minimum, 190mm maximum.
• Going (tread depth): 240mm minimum, 355mm maximum.
• 2R + G rule: two riser heights plus one going must fall between 550mm and 700mm (a comfortable walking rhythm).
• Uniformity: risers in a single flight must not vary by more than 5mm.
• Maximum risers per flight: 18 before a landing is required.
• Landing depth: minimum 750mm in the direction of travel.

Handrails

• Required on any flight of two or more risers.
• Mounted 865-1000mm above the nosing line.
• Graspable profile — 30-50mm circular or oval cross-section is the safe target.
• Both sides required where the stair is wider than 1000mm.

Balustrades & Fall Protection

• Required wherever the fall from the floor, flight or landing exceeds 1m.
• Minimum height 1000mm above the floor (865mm above the nosing on a flight).
• Maximum infill gap 125mm — no climbable horizontal members between 150mm and 760mm above floor level.

Slip Resistance (AS 4586)

External stair treads must achieve a minimum P4 slip-rating under AS 4586. Internal stairs in wet areas (e.g. coming off a pool deck) also require P4. Most hardwood treads achieve P4 with a textured oil; tiled or polished surfaces need an applied anti-slip strip or grit additive.

Who Signs It Off in Queensland

1. You commission a QBCC-licensed builder.
2. The builder issues a Form 15 (design certificate) at the start.
3. A private certifier reviews plans and issues building approval.
4. The builder issues a Form 16 (construction certificate) at completion.
5. The certifier inspects and issues Form 21 (final certificate).

Without Form 21 the stair is technically uncertified and may cause issues at insurance claim or property sale time.
